タクシー運賃、乗車前に確定　年内にも新サービス

坐出租車, 乘車前能夠確定運費 年內會開始啟動新服務
①想坐出租車的乘客用叫車軟件輸入想乘車的地點和目的地.
②叫車軟件以兩項信息提出一個路線和運費預算而回信給發信人.
 該運費預算不一定與實際距離成正比, 因為按照路線情況不能一律適用一個算法. 國土交通省和出租車業界, 經過2017年中的實地試驗, 收集實際距離和該調整的數據, 現已有相當正確的乖離系數表. 最新的運費預算與實際運費的差額竟然收斂為百分之0.6.
③乘客如能接受該運費預算, 正式叫車. (似乎)在乘車時先辦完付款手續再坐.
 其後, 即使萬一發生不測之事, 運費決不會變, 乘客可放心坐到目的地.
 提供這種服務的出租車公司必須事先向國交省提出軟件的細節等資料而獲得認可.
 其認可條件之一是事事都要基於乘客的同意來服務, 如果變更路線, 一定要受到乘客同意等等.

①A passenger puts the riding place and the destination into the smartphone application.
②The operation system of taxis answers a plan of route and estimate.
 The estimate is not always proportional to the distance to run actually. Ministry of Land, Infrastructure, Transport and Tourism (MLIT) and the taxi industry experimented to find out the difference between estimates and actual fares through the year 2018. Now the difference became as narrow as 0.6percent.
③If the passenger accepts the estimate, the deal concludes. (It seems that) He/She finishes the procedure of payment when he gets on the taxi.
 Then the passenger can go to the destination in accordance with the deal.
 The taxi company who got permission to operate this system guarantees the exact application of the concept “passengers first”, and any change of the deal is subject to the passengers’ agreement.

国土交通省はタクシー運賃のルールを見直し、乗車前に運賃を確定するサービスを全国で解禁する。車を降りるまで運賃が分からないことに対する乗客の不安を解消し、利便性を高める狙い。タクシー利用者の裾野を広げ、訪日外国人客も安心して乗れるようにする。4月をめどに道路運送法上のルールを改正する。ただデジタル時代の交通サービスの革新を進めるには一段の規制緩和も欠かせない。
タクシー運賃の仕組みは道路運送法に基づく国交省の通達で決められている。今は事前に運賃を提示したり、確定したりすることはできないが、ルールを整備した上で通達を改正し可能にする。早ければ年内にもサービスが始まる見通しだ。
